    There are many reason to say this:

    1) Why Matt Cutts, says:

    2) Paid links can potentially skew the index.

    3) Why Text Link Ads is not Already in Google SERP

    4) Google and Text Link Ads have similar revenue streams

    5) Google knows where and how it has placed advertising throughout the web, but links placed through companies like Text Link Ads are more difficult for Google to discern and and can thereby affect how Google calculates PageRank for the sites involved

    Google punishing sites by manually reducing the PageRank for sites involved in the buying and selling of links, most notably Text Link Ads.
