It can be done in two ways: A free area where people can join for free, or a paid area where members pay a subscription fee to join it.
Of course, to build a succesful forum you can’t expect to just set up a forum area and automatically have success. You need to a lot of effort and time.

Generate tutorials pages – If you want to encourage people to share what they’re learning on a topic can be useful create an area of the forum where add useful tutorials where other forum members can use it for their purpose. For instance you can create a tutorial titled: “10 ways to make money online”
3. Increase Page Views - The first thing to do when you start a forum is to increase the number of page views. Compared to a blog, a visitor of a forum tends to view more pages per visit, because people looking for and give advice and take advice. So, In my view, this can be a good way of making money via impression based advertising.
4. Against spammers – A forum can be visited by thousand of visitors, but it do require significant attention due to spammers. Also, forum isn’t like blogs, where can be enough for some moderators(bloggers) to close comments. On a forum closing down comments could kills the whole purpose of a forum. So, looking for good moderators is crucial if you don’t want that your forum die.
I am planning to create a forum for my website the3dtechnologies, I have forum software waiting to be used, but I’ll be waiting a bit of time to continue building traffic to my blog. A forum to work successfully, has needs a large audience. If you don’t have enough readers who are willing to be active members you will have issues since launching your forum.
