Usually, people look to purchase PLR articles from writers to use them as new content on their blog or site. Also, there are companies that purchase PLR articles and re-sell them to smaller entrepreneurs where the authorship rights are retained by the purchaser(s) of the article and not the writer.
According to Wikipedia:
Private label rights is a concept similar to reselling, but the merchant is permitted to modify the product to fit his or her needs. Typical PLR products are articles, reports, eBooks, and autoresponders. This kind of content is used for the purpose of allowing multiple buyers to invest in the content with free rein to alter and use it by claiming authorship of it. It is typically used in online affiliate marketing systems.
Private Label Rights is a great way to have unique articles very fastly and a low price. Some suppliers of PLR content limit their distribution in order that they aren’t made available to a lot of people.
PLR articles give a basis from which an blogger can use them to increase Google Position or submitting to high-ranking article directories. Usually, an average PLR article no more than 600 words in length.

PLR articles should always be viewed as a framework on which to write your own articles – unless you are going to use them in an autoresponder course or some where the search engines won’t see them, but even then you probably need to do some editing (like inserting your affiliate links).
I would say that plrpro.com is an awesome site that you missed out as well as nicherevolution.com from Brad Callen.
Oh yeah, for infogoround (you’ve got a small typo in your blog) read the terms carefully because if you cancel your membership they no longer let you use their content! Also, if you write one article a month for them your membership is free.
